I can recall when I first arrived in Finland being restricted to buying a limited amount a alcohol from ALKO the state run Off licence. The rules have relax since them days however even today it is not possible to buy wine or alcohol over 20% proof from the supermarket. Have these rules made any difference to the health of Finnish society and the amount of alcohol they consume?
